WAEPA Receives Two 2026 Communicator Awards, Including Highest Honor for Marketing Excellence
WAEPA’s Out-of-Home and Video Marketing Efforts Recognized with Awards of Excellence and Distinction.
Falls Church, VA (May 2026) — WAEPA (Worldwide Assurance for Employees of Public Agencies, Inc.) is proud to announce that it has received two 2026 Communicator Awards, recognizing excellence in marketing and communications.
WAEPA received the honors for two recent marketing campaigns: the “Unwavering Coverage” out-of-home awareness campaign and the “Quinn Tessential” video advertising series.
Most notably, “Unwavering Coverage” earned the Award of Excellence — the Communicator Awards’ highest distinction — recognizing excellence, effectiveness and innovation across all areas of communication.
“Unwavering Coverage” Out-of-Home Campaign
WAEPA’s out-of-home campaign “Unwavering Coverage” was launched in early 2025 during a period of heightened job uncertainty for the Federal workforce. The initiative sought to build brand awareness and offer reassurance to both current and former Federal employees, as well as those transitioning out of government service.
The campaign was implemented across the DC, Virginia, and Maryland region and included high-impact formats such as Metro station dominations, bus wraps, and billboards to ensure maximum visibility.
The campaign was recognized by the Communicator Awards with an Award of Excellence in the Campaign-Non-Profit category.
“WAEPA is proud of our long history of supporting Feds through every chapter of their lives, including moments of uncertainty. This out-of-home campaign embodied that commitment by allowing us to show visible support in a literal way — showing up where Feds are every day: on the Metro, on the bus, and throughout the communities they serve. ‘Unwavering Coverage’ earning this award reaffirms the importance of WAEPA’s dedication to showing up for our audience when they need it most,” said Stacy Outlaw, WAEPA’s Chief Marketing Officer.
“Quinn Tessential” Video Advertising Series
WAEPA’s “Quinn Tessential” video advertising series was developed to promote its Group Short-Term Disability Insurance. The character, Quinn Tessential, was designed to embody the preparedness and resilience of Federal employees in everyday life.
Across the series, the campaign allowed WAEPA to connect with Federal audiences through relatable storytelling, while reinforcing the importance of financial preparedness during times of uncertainty.
“We have the privilege of working with an 80-year-old brand that brings a rich history of nonprofit service. Many components of WAEPA and our audience have remained steadfast since 1943; however, there are also many elements that need to evolve. As we engage with modern audiences who are navigating modern challenges in their day-to-day lives, it’s imperative that we remain nimble. ‘Quinn Tessential’ allowed us to develop a new facet of the brand — one that could speak to today’s audiences in a creative, relatable way. This award is a testament to the work we’re doing to both preserve and evolve the brand,” said Jessie Courson, WAEPA’s Associate Creative Director.
