James McDonald

Dr. James McDonald is a member of the Audit and Finance Committee and member of the Governance Committee. He has served on the Board since 2025.
James is the Director, Air and Radiation Division, for the U.S. Environmental Protection Agency, Region 6 in Dallas, Texas. Prior to his appointment as Director, James served as the Assistant Regional Administrator where he provided advice and leadership in human resources and workforce development, program and policy implementation, financial management, strategic planning, budgeting, acquisitions, and information technology and information management. He is a member of the Senior Executive Service with more than 29 years of federal service.
James holds a Bachelor of Arts in Political Science from Alcorn State University; Bachelor of Science in Paralegal Studies from the University of Maryland, University College; Master of Public Administration from the University of Missouri; Master of Arts in Human Resources from Webster University; Juris Doctor from the University of Florida; and a PhD in Urban Higher Education from Jackson State University.
