Meet Our Speakers
M. Shane Canfield | CEO, WAEPA
M. Shane Canfield brings more than 25 years of experience in insurance and non-profit leadership to WAEPA.
Shane came to WAEPA in 2016 and served previously as Executive Director of the Council on Employee Benefits. He has spent most of his career in the pooled-risk group/affinity insurance industry. In his role as WAEPA CEO, Shane is responsible for strategic planning and leadership, managing stakeholder relationships, and serving our Board of Directors in organizational oversight. With extensive experience in coalition building, government relations, and reporting to Boards, Shane leads WAEPA by consistently prioritizing member satisfaction, membership growth, and retention.
He earned a Master of Business Administration (MBA) from George Mason University, a Bachelor of Science in Business Administration from Washington Adventist University, and is a board member for the Council of HR Management Associations, member of LIMRA, PIMA, International Foundation of Employee Benefit Plans (IFEBP), and is a past board member of the ASAE Business Services Inc. Additionally, Shane holds various certifications, including CEBS, RHU, CAE, SPHR, and SHRM-SCP.
Cutler Dawson | Vice Admiral (Ret.), Past President/CEO of Navy Federal Credit Union
Cutler Dawson served as the President/CEO of Navy Federal Credit Union, the world’s largest credit union, until his retirement in 2019. During his tenure, assets at Navy Federal quadrupled to over $100 billion. Prior to this, he served over 34 years in the U.S. Navy before retiring as a Vice Admiral. Cutler’s naval career included command of four ships, the Enterprise Strike Group, and a final sea tour as Commander, Second Fleet/NATO Striking Fleet Atlantic based in Norfolk, Virginia. Other assignments included Acting Budget Officer of the Navy, Chief of Legislative Affairs, and Deputy CNO for Resources, Requirements, and Assessments. In 2017, Cutler was selected as a Distinguished Graduate Alumnus of the United States Naval Academy, and his book, “From the Sea to the C-Suite,” was published in November 2019. In the book, he tells how he applied the sea stories and leadership lessons learned in the Navy to accelerate the rapid growth at Navy Federal that occurred during his tenure. He is currently the Vice Chairman of the Board of Governors for the Center for Creative Leadership, a worldwide leadership advancement organization.

Chris Kowalik | Founder, ProFeds
Chris Kowalik is a nationally recognized federal employee retirement benefits expert, and a frequent speaker and trainer for federal employee organizations and financial service firms throughout the country. She brings over two decades of experience in the financial services industry and is a trusted expert among financial professionals serving federal and employees, helping them avoid costly mistakes and highlighting opportunities for greater financial security. Chris gives federal employees the confidence to make sound retirement planning decisions through extensive one-to-one coaching, providing solutions to hundreds of challenging benefits cases, and conducting dozens of live training events. Because of her background in the financial services industry, she knows first-hand the challenges that so many face as they plan for and approach retirement. She believes that helping employees to take ownership of their decisions—or lack of decisions—is the first step in meeting their specific retirement goals. While federal benefits are often confusing and difficult to interpret, Chris breaks down complex concepts into easy-to-understand language and shows employees how proactive benefit decisions can positively affect their overall financial situation.
Tammy Flanagan | Federal Benefits and Retirement Expert
Tammy Flanagan has been providing retirement planning assistance to federal employees since 1985 when she first began her work as a retirement benefits specialist at the Federal Bureau of Investigation. Her extensive knowledge of the federal benefits systems and her ability to explain difficult concepts in an easy to understand manner has made her a sought after speaker and presenter at pre-retirement seminars, training conferences and online training events. Tammy provides retirement counseling through RetireFederal.com, is a member of and trainer with the National Active and Retired Federal Employees Association (NARFE), and is the Senior Benefits Director for the National Institute of Transition Planning, Inc. She was honored to have been selected as one of Money Magazine’s “Money Heroes” of 2012 for helping federal employees prepare for life after retirement. Since 2006, she has authored the popular weekly “Retirement Planning” column for Government Executive. She is a frequent co-host of the “For Your Benefit” and guest of “Your Turn with Mike Causey.” Tammy resides in Florida with her husband, who retired in 2015 after 35 years of federal service.
Courtney Bublé | Staff Correspondent, Government Executive
Courtney Bublé is a Staff Correspondent at Government Executive who covers federal management, oversight, and workforce issues. Her ‘Coronavirus Roundup’ series highlights key developments, breakthroughs, and updates on the impact COVID-19 has had on federal agencies and their employees. This includes up-to-date information on vaccine testing requirements, vaccine mandates, and the federal government’s response to the delta variant. Courtney’s reporting on the evolution of the federal workplace in the wake of the pandemic includes a recent article on the GSA’s award of a first-of-its-kind co-working spaces’ contract that could fundamentally change the day-to-day operations of agencies and their employees. Prior to joining Government Executive, she worked for NBC News writing articles for their digital platform, collaborating with investigative reporters, reporting in the field, and assisting in the production of the nightly news. She is a graduate of The George Washington University, where she oversaw the content production and editorial process for a branch of The Rival, a national student-run publication that attracts more than 150,000 views per month and serves more than 1 million users annually.
